How can I start a National Office for My Fraternity?

I am trying to setup the national HQ/National Office for my Fraternity. We are a new fraternity with about 5 chapters but have no national office. What do you need in order to start a national office for a New Fraternity? What does the National Office do and what are they in charge of? How do we go about so that we have liability insurance, since a lot of school ask about that?

    Well congratulations first off…I’m going to just list what national head quarters are usually in charge of because there is allot of stuff:

    Has an executive board: pres VP Sec Treas.
    oversees all chapters
    collects active dues
    gets all chapters insured
    holds leadership conferences
    holds conventions for all chapters to attend
    creates scholarships
    participates and adopts philanthropies
    keeps in touch with Greek advisers at your university
    manages, updates and creates bi laws, rituals and any other manuals
    distributes all resources to chapters
