		<description>I'm not sure this qualifies as philosophy. 

If you have someone in your department acting as an ersatz power-broker, and it is affecting performance of your group as a whole to further his ambitions, you should take it up with him, or his superior if you feel you cannot talk to him without repercussions. 

The prisoner's dilemma doesn't really pertain to this, it's just if i remember right an observation of how some people are willing to choose a guaranteed penalty over the risk of a harsher one and the chance of success.&lt;a href="http://www.familylawmadeeasy.com/chapter-7-bankruptcy.htm"&gt; Darknei&lt;/a&gt;</description>
