How would I find out who owns an office building?

Once I know the address of an office building is there a place on the web I could do this research or do I need to go to an official city office. Specifically I am interested in finding out who owns/manages office buildings in Maryland, USA in order to be able to know who specifically to submit bids so that my letters are considered more personal rather than just another piece of “junk” mail. You can usually find this information out from the tax collector’s website for the county. moglie
