Should office buildings be used to accommodate homeless people sleeping outside during the cold weather?

It has occurred to me through passive observation that many professionals in town appear to maintain more than one office in different parts of town. Some of these people do not appear to do much in the course of their work and they presumably have a limited clientele. The offices, nevertheless, are heated all night even if they are vacant all or most of the day and night. Would it not make more sense to see that the space is occupied and put to use by those in desperate need of the warmth?
